Neighborhood House Association's Housing Counseling Program offers education and counseling to homeowners, renters and landlords.

As a U.S. Department of Housing and Urban Development (HUD) approved counseling agency since 1972 this counseling program promotes homeownership, affordable and suitable rental housing, resolution of tenant/landlord disputes, monitoring of fair housing practices and homelessness prevention.

All services are provided to anyone, free of charge, who lives in San Diego County regardless age, gender, ethnic, disabilities or income level.

Rental Placement & Counseling
Housing Program counselors provide potential tenants with information and referrals to available rental housing. Counselors assist clients in accessing financial resources that may be available to renters and potential renters. Counselors, who are trained by community attorneys, provide tenants with legal and educational housing information to assist them in exercising their rights and to help them understand the responsibilities of tenancy. Through assessment, mediation, advocacy, and client follow-up, our counselors play a significant role in assisting clients in resolving tenant/landlord disputes.

Home Buyer Education
First time homebuyer workshops are offered. Real estate professionals and counselors provide training related to the home buying process, i.e., qualifying for home loans, budget preparation, credit establishment and repair, money management, finding affordable housing, making offers to purchase and the escrow process. Attendees are provided with information about how to obtain and utilize government assistance programs such as the down payment, closing costs, and shared equity programs.

Mortgage Default /Delinquency
Homeowners who have delinquent or defaulted mortgages and those with impending mortgage foreclosures receive assistance in accessing various FHA and VA mortgage loss mitigation programs and in developing repayment/forbearance agreements or loan modifications with conventional mortgage lenders. Counselors also assist delinquent mortgagors in accessing financial resources that may be available to help bring loans current.

Reverse Mortgage Counseling
The Housing Counseling program also provides assistance in understanding and accessing the HUD(HECM) Reverse Mortgage Program which allows homeowners, 62 years of age or older, to borrow a portion of the cash equity in their home and requiring no repayment for as long as the owner lives in the home. This counseling service aids seniors with the rising cost of living in San Diego. Many seniors choose to take a monthly advance to supplement their income to pay for utilities, medical costs, transportation and food. Some seniors select a line of credit or lump sum of cash to pay for home improvements, irregular expenses, or to use the money for any purpose.
